Forms for submitting an application for the issue of a certificate of a natural person to the level Confidential, Secret, Top Secret can be found at the NBÚ Portal. After logging in via an individual's bank identity or data box, you select an option Application for the issue of a certificate of a natural person (request for verification)

Please find below an overview of the supporting documents that an applicant is required to submit when lodging the first application for a certificate:

1. Application for the issuance of a natural person’s certificate (indicating the appropriate classification level – Confidential, Secret, Top Secret – justification of the need for access to classified information, the role or activity within an employment, service, membership or similar relationship, consent to the conduct of the procedure, and a declaration of the accuracy and completeness of the data). This application must be completed by the applicant,

2. Justification of the need for access to classified information (indicating the classification level and specifying the post or function pursuant to Section 69(1)(b) of the Act, confirmed by the responsible person or the Security Director). When identifying items from the Classified Information Areas Catalogue (Government Regulation No. 440/2024 Coll..it is sufficient to state the numerical designation of the items, e.g. 03.01, 04.08, 05.06, 07.13, etc. The justification must be signed by the responsible person or the Security Director and is provided to the applicant by the employer. 3. Declaration of non‑disclosure to the subject matter and to the locally competent tax administrator and other persons involved in tax administration pursuant to Section 52(2) of the Tax Code, to the full extent of the data required for the purpose of conducting security proceedings. 4. If the applicant is a foreign national, a document equivalent to an extract from the Criminal Register of the State of which the applicant is a national, and of any State in which the applicant has resided continuously for more than six months after reaching the age of 15, or an extract from the Criminal Register with an annex containing information recorded in that State’s criminal records. If a foreign State does not issue a document equivalent to a criminal record extract, the condition of good repute is demonstrated by a statutory declaration. Such documents must be submitted by the applicant if he or she is a foreign national.

5. A current  photograph, 35 x 45mm,

6. completed questionnaire of a natural person,  final version in XML format, submitted electronically only, 

7. Documents confirming the income stated in the application for the past 10 years – the applicant must provide evidence only for income that is not included in the tax return submitted to the relevant tax office, if such income exceeds CZK 100,000 per calendar year for a single type of income. If the limit of CZK 100,000 per calendar year is exceeded, it must be evidenced, for example, by a retirement allowance, old‑age pension, insurance benefits, scholarship, subsidies etc. (Section 7 of Decree No. 300/2024). As the most common deficiency in applications is the failure to declare and substantiate income for the full 10‑year period, please refer to the requirements for the presentation of the receipts in the questionnaire.

 

How to apply for a natural person's certificate? 

1. via the NBÚ Portal (recommended as it is secure and user-friendly)

2. via a data box established for a natural person,

3. by sending to the Electronic Filing Office This email address is being protected from spambots. You need JavaScript enabled to view it. with a recognised electronic signature established for private use,

4. in person, after making an appointment on +420 257 283 225, at the Office's filing department during office hours,

5. by postal delivery or via a holder of a special postal licence to the Office's address

 

Requirements for electronic submission:

Submission via the NBÚ Portal or natural person’s data box

1. Application forms for the issuance of a natural person’s certificate and the declaration of non‑disclosure – not signed.

2. Questionnaire of the natural person in the final XML version – not signed.

3. Justification of the need for access to classified information – must be signed with a recognised electronic signature of the responsible person or the Security Director, or submitted as an authorised document conversion pursuant to Act No. 300/2008 Coll.

4. Documents confirming the income stated in the application – a simple copy (scan) is sufficient.

5. If the applicant is a foreign national, the required criminal record documents as described above – must be submitted as an authorised document conversion pursuant to Act No. 300/2008 Coll.

The requirements differ only in the first point: Application forms for the issuance of a natural person’s certificate and the declaration of non‑disclosure attached to an electronic submission (email) must be signed with a recognised electronic signature issued for private use, or at minimum must be signed by the electronic submission itself (the email). All other requirements remain the same.

 

Requirements for documentary (paper) submission

1. Application forms for the issuance of a natural person’s certificate and the declaration of non‑disclosure must be signed by the applicant.

2. Questionnaire of the natural person in the final XML version on a technical data carrier (e.g. USB flash drive).

3. Justification of the need for access to classified information must be signed by the responsible person or the Security Director.

4. Photograph.

5. Documents confirming the income stated in the application (a simple copy is sufficient).

6. ifthe applicant is a foreign national, the required criminal record documents as described above. If the foreign State does not issue an equivalent document, a statutory declaration must be provided in the original and accompanied by an officially certified translation into Czech. 

 

Warning

If a natural person is to perform a sensitive activity under special legal regulations (Act No. 61/1988 Coll. on Mining Activities, Explosives and the State Mining Administration; Act No. 38/1994 Coll. on Foreign Trade in Military Material; Act No. 312/2006 Coll. on Insolvency Trustees; Act No. 134/2016 Coll. on Public Procurement; Act No. 263/2016 Coll., Atomic Act; Act No. 266/2025 Coll. on Critical Infrastructure), the National Security Authority applies for the issuance of a security certificate of a natural person, not a standard natural person’s certificate.

Even if the above‑mentioned laws state that a holder of a natural person’s certificate may also perform sensitive activities, the Office emphasises that an application for a natural person’s certificate is accepted only if the applicant can demonstrate beyond doubt that he or she will have access to classified information of the relevant classification level, even if he or she simultaneously or subsequently performs a sensitive activity.

The Office also notes that the responsible person or the Security Director of an entrepreneur may confirm the justification for requesting a natural person’s certificate only if the entrepreneur holds a valid entrepreneur’s certificate of at least the same classification level, or has applied for such a certificate.
