Physical security is a type of ensuring the protection of classified information and is regulated in Title V of Act No 412/2005 on the protection of classified information and on security capacity, as amended. Physical security is a system of measures designed to prevent or impede unauthorised persons from accessing, accessing or attempting to record classified information. Objects, Secured Areas and Negotiating Areas shall be designated to ensure the protection of classified information in the context of physical security. An object is a building or other bounded area in which, as a rule, a secure area or meeting area is located. The object is used to process and manipulate classified information. A Secured Area is used to store classified information that is stored in a Secured Area in a vault or other lockable box. Secured areas shall be classified according to the highest classification level of the classified information stored therein (Top Secret, Secret, Confidential, or Reserved). Classified information classified Top Secret or Secret may be discussed on a regular basis only in the negotiating area. The security of the secure and meeting area and premises is ensured by a combination of physical security measures, which are security, regime measures and technical means. The performance of surveillance, the scope of application of physical security measures and the scope of application of technical means shall be determined according to the level of classified information and the assessment of risks in the physical security project. Certified or non-certified technical means shall be used to protect classified information, depending on the category and risk assessment.

Certification of technical means for the protection of classified information means the assessment of the technical parameters of the products and equipment used to protect classified information and the issuance of a certificate based on the expert opinion of a professional workplace, which includes a certificate of conformity from the certification body. In 2012, an amendment to Decree No. 528/2005 Coll. on physical security and certification of technical means abolished the certification of technical means that are not evaluated and classified in classes or grades. These are the technical means referred to in Section 30(1)(d), (f), (g) and (i), i.e.:

  • special television systems,
  • fire alarm equipment,
  • equipment for the search for dangerous substances or objects,
  • equipment against passive and active interception of classified information.

The National Security Authority will also issue certificates for the following technical means:

  • mechanical means of defence,
  • electrical locking devices and input control systems,
  • electrical signalling equipment,
  • emergency systems;
  • equipment for the physical destruction of information or data carriers.
