The visit regime is regulated in international treaties on the exchange and mutual protection of classified information and NATO security regulations. As a general rule, these visits are subject to prior approval by the national security authorities.

In the case of visits to the territory of the Czech Republic, the following procedure is laid down:

  • A competent security officer of an organisation whose personnel intend to visit a facility in the Czech Republic shall complete a visit authorisation application form and send it to the competent security authority of his/her State. The latter shall at the request confirm that those persons hold a security authorisation for the relevant classification level (Confidential, Secret, Top Secret).
  • The competent security authority of the foreign power shall then send the confirmed request to the National Security Authority. The Office shall authorise or refuse the visit and shall inform the facility to be visited of the outcome of its decision.

In the case of visits of Czech citizens abroad, the procedure is as follows:

  • The competent security officer of the organisation whose staff intend to visit the facility abroad shall complete the visit authorisation application form (points 2 to 13), sign it electronically by clicking on the STAMP box in point 13 and send it in electronic form (or by scanning the manually completed form) to the NSA at: This email address is being protected from spambots. The latter shall confirm on request that those persons hold a security authorisation for the relevant classification level (Confidential, Secret, Top Secret, NATO CONFIDENTIAL, NATO SECRET, COSMIC TOP SECRET, NATO SECRET ATOMAL, COSMIC TOP SECRET ATOMAL, NATO SECRET CRYPTO, COSMIC TOP SECRET CRYPTO).
  • For visits to the Federal Republic of Germany the following forms must be used: Request, Straight line 1, Annex 2, Instructions for completion (Eng)
  • For visits to military facilities in Sweden It is necessary to use form, valid only for this purpose.
  • The national security authority shall then send the confirmed request to the competent foreign security authority.

Requesting permission to visit takes time to process. Application deadlines are set by international treaties for most countries. If the application is not submitted in time, each NSA reserves the right to refuse the processing of the application. Therefore, pay close attention to the application deadlines, which are the following for each country:

Italy and Poland do not specify deadlines in the bilateral agreement, but you should also count on at least three weeks to process the request.

In case of visit or employment of Czech citizens in the EU institutions in some cases, the EU institutions are required to send an application to the NSA for confirmation of the NSA’s ability to acquaint itself with EUCI (PSC_EUCI form).
