The central register shall be established in accordance with: § 79 Section 2 of the Act No. 412/2005 Coll. It is the main receiving and sending point for classified documents of foreign power in the Czech Republic from the Confidential level, i.e. the North Atlantic Treaty Organisation (NATO), the European Union (EU) and other entities of foreign power (OSCM). Furthermore, "national" classified documents are provided abroad through a central registry. However, EU classified documents up to the level Secret are provided through a register established by the Ministry of Foreign Affairs (Section 78(1) of Act No. 412/2005 Coll.).

If the authority of the state, the legal person according to Section 60b od the Act No. 412/2005 Coll. or the entrepreneur has access to classified information of a foreign power from the classification level Confidential, must have established a register of classified information. In the case of classified documents of a foreign power classified at a level corresponding to that of the Reserved classification, they need not be registered in the Classified Information Register. In this case, therefore, a register of classified information need not be established. However, these classified documents must always be registered in a separate negotiating protocol (Section 11(2) of the Decree 275/2022 Coll..).
