Article 1
To ensure the proper operation of the National Security Office

a) the head of the organizational units of the National Security Office to ensure that all employees in their subordination are acquainted with the Visitor Rules for the headquarters of the National Security Office,

b) to the Director of the Legal and Legislative Department to ensure the posting of the Visitor Rules for the National Security Office's residence building on the official notice board, including remote access,

c) to the Director of the Security Department to ensure the display of the Visitor Regulations for the headquarters building of the National Security Office in the reception area of Building A of the National Security Office,

d) to the senior employees and other employees of the National Security Office to ensure the performance of the tasks imposed in the Visitor Rules for the headquarters of the National Security Office.

Article 2
Effectiveness

This instruction shall take effect on the date of its approval.

Annex to NBÚ Guideline No 25/2014

Visitor Rules for the National Security Office's Residential Building

General information
Article 1

(1) The National Security Office (hereinafter referred to as "the Office") is the central administrative office for the protection of classified information and security eligibility, located at Na Popelce 2/16, Prague 5.

(2) The permanent protection of the seat of the Office, pursuant to the Government Resolution of 15 March 1995 No. 152 on the protection of constitutional officials of the Czech Republic and objects of special importance for internal order and security, as amended by the Government Resolution of 3 April 2000 No. 334 and pursuant to the Government Resolution of 16 December 2008 No. 1604 on ensuring the security of protected objects and premises, is ensured by the Police of the Czech Republic.

(3) The Police of the Czech Republic shall carry out the protection of the Office's residential premises in accordance with the authorisations laid down in Act No. 273/2008 Coll., on the Police of the Czech Republic, as amended. The Police of the Czech Republic also performs this protection taking into account the fact that the Office, pursuant to Section 29 of Act No 412/2005 on the protection of classified information and on security eligibility, as amended, and pursuant to Decree No 528/2005 on physical security and certification of technical means, as amended, lays down the regime measures for the authorisation of persons and means of transport for the entry and entry into the premises and for the exit of persons and means of transport from the premises and for their control, the conditions and method of controlling the movement of persons in the premises.

Article 2
Visitor information

(1) A natural person who visits the Office ex officio or as a visit to an employee of the Office may enter the premises under the conditions laid down in the Guidelines of the Director of the National Security Office No. 13/2007, on the Operating Rules of the National Security Office, as amended, from which essential information is given in these Visitor Rules.

(2) A visit is also considered to be a natural person who appeared for a summons to the Office within the framework of security proceedings, proceedings on an administrative offence, proceedings on an offence and proceedings on certification pursuant to Act No. 412/2005 Coll., on the protection of classified information and on security eligibility, as amended, as well as a natural person who appeared without a prior summons to the Office to exercise their rights within the framework of the above-mentioned proceedings or to make a submission to the Office within the framework of the above-mentioned proceedings, as well as a natural person whom the Office had presented for the purpose of performing an action in security proceedings.

Article 3
Physical security of the Office building

The Protection Service of the Police of the Czech Republic ensures in accordance with special regulations1) continuous physical surveillance of the premises of the Office, ensures the protection of the boundaries of the Office's premises, including control of the entrance and entrance to the Office's premises and the protection of persons and property located in it.

Article 4
Mode of movement of visits in the premises of the Office

(1) Upon arrival at the premises of the Office, a member of the Protection Service of the Police of the Czech Republic (hereinafter referred to as the "Police") at the post sends the visit to the reception of Building A.

(2) The visitor is obliged to prove his/her identity (ID card, passport) and is registered in the Office's electronic visitors' book by the reception staff of Building A.

(3) After registration, the visit shall be issued with an identification card and a document accompanying the visit.

(4) The visit is, until it is taken over by the visited employee, the employee designated by him or an official of the Office, obliged to follow the instructions of the reception employee and the police officer.

(4) The visitors' rooms in Building A or the offices of the visited employee, located in Building A, are designated for receiving a visit to the Office.

(5) In the event that the vehicle of the visit is allowed to enter the premises of the Office, the police officer shall designate a parking space for the visit in the area of the parking spaces reserved for visits and supervise the movement of the visit between the parked vehicle and the entrance to the reception.

(6) Visitors are prohibited from entering Class I Secured Areas2).

Article 5
Movement mode for visits in Building A

(1) Visits to Building A during opening hours shall be announced by the staff member visited via the relevant secretariat via the Office's electronic visitors' ledger or registered in the Office's electronic visitors' ledger directly at the reception desk, without prior notice.

(2) A visit within Building A may only be accompanied by a visited employee, another employee designated by him/her, an official of the Office, an employee of the operational control department or a police officer (hereinafter referred to as ‘visit escort’). The visit must be visibly marked with the personal identification card ‘Visit’ in such a way as to enable it to be identified.

(3) The responsibility for the movement of the visit in Building A rests with the visitor's accompaniment until it is taken over. The staff member or official of the Office visited shall be obliged to confirm by signing the receipt of the visit on the accompanying document of the visit. If he passes the visit on to another employee during the visit, he/she shall add his/her name to the accompanying document of the visit and have his/her acceptance of the visit confirmed by his/her signature. The last staff member visited shall be responsible for returning the visit to the reception or for handing it over to the accompanying staff.

Article 6
Control of movement of objects in the Office

(1) Upon entering the premises of the Office, the visitor is obliged to submit to the initial screening of the items carried and to hand over dangerous or other objects according to the instructions of the police officer for safekeeping. If it does not do so, it is not allowed further into the premises of the Office.

(2) Screening of items carried shall not be carried out on visits determined by the Director of the Office, his deputy or the Security Director.

(3) Objects submitted by the visitor are usually stored in the safety deposit boxes at the reception. Electronic devices are stored fundamentally switched off, weapons discharged. A visitor can only manipulate a loaded weapon in a discharging device in order to discharge the weapon. The police officer confirms the storage of the items by visiting the Confirmation of Safekeeping of the item.

Article 7
Inspection of the introduction of objects by visiting Building A

(1) A visit to the Office, with the exception of a natural person who has appeared for a summons to the Office under security proceedings or without prior summons from the Office to exercise his rights under security proceedings, and a person who accompanies him (e.g. a legal representative), is allowed to bring mobile phones and portable computers into Building A.

(2) At the request of the employee visited, it shall be prohibited to bring into Building A any electronic equipment, including the devices referred to in paragraph 1. The request for a stricter regime for checking the introduction of items is notified by the visited employee via the electronic visitor book.

Special mode for visitors to the research room
Article 8

(1) The Office has established the Archive of the National Security Office in Prague, for which the Research Code is amended by the Directive of the Director of the National Security Office No. 3/2010. The Research Code is published on the website of the National Security Authority.

(2) The Research Code of the Archives of the National Security Office in Prague regulates the conditions for making available and using the archival materials stored in it.

(3) A researcher who is not an employee of the Office is obliged, when visiting the Archive, to submit to an initial inspection, screening of the items carried and to hand over dangerous or other items according to the instructions of the police officer for safekeeping. The researcher must be visibly marked with an identification card and only move with an accompaniment.
